A finished turn leaves the session completed, not idle

The rule

Normative: this is the rule
  1. idle means a session was created and has never executed.
  2. A session whose turn has finished is released as completed.
  3. The two are distinct states, and an implementation must not use idle to mean that a turn has finished.
