Status vocabularies are closed sets of strings

The rule

Normative: this is the rule
  1. Job, pipeline, session and message status are each a closed vocabulary.
  2. A status is a string, and one spelling serves everywhere: what is persisted is what every JSON payload carries and what every event carries.
  3. An implementation must not persist one spelling and publish another.
