No rule requires the order of an object's members.
What was open
Several rules listed an object's members "in that order", or required two surfaces to publish the same keys in the same order. JSON gives an object's members no order (RFC 8259), and implementations in many languages cannot control or preserve it without effort that buys a consumer nothing.
Decision
A rule states which members an object has, never the order they appear in, and a consumer must not depend on member order. Where a rule needs two payloads to agree, it requires the same members, not the same sequence. The order of an array's elements stays significant where a rule says what it means.
