A tool edge binds a tool, it does not deliver data

The rule

Normative: this is the rule
  1. An edge on the reserved tool_availability port makes the source's tools available to its target as tool bindings.
  2. It is not a data delivery and fills no input port.
  3. Where a node forwards the tools it received rather than providing its own, the forwarding must not form a cycle, and a workflow in which it does is refused.
