# DATA-10 — A tool edge binds a tool, it does not deliver data

## The rule

> **Normative.** This is the rule.
>
> 1. An edge on the reserved `tool_availability` port makes the source's tools available to its target as tool bindings.
>
> 2. It is not a data delivery and fills no input port.
>
> 3. Where a node forwards the tools it received rather than providing its own, the forwarding must not form a cycle, and a workflow in which it does is refused.
